Coordination of social security systems 

The Voivodship Labour Office in Szczecin executes the statutory and community tasks of the voivodship's local government in regard to coordination of social security systems. The coordination of social security systems in the part concerning employment insurances constitutes a part of the legislation of the European Union, which regulates the free flow of employees. All the citizens of the European Union (EU) and the European Economic Area (EEA) may take advantage of it.


In coordination, the principle is that it is the country of recent employment that grants a benefit.

As a priority, a Pole, who worked abroad, should take advantage of the transfer of benefit acquired in the country of their recent employment. Then, the benefit is paid to them for a period of 90 days. Form E303, issued by the country of recent employment constitutes the basis for it.

The person who did not acquire the right to benefit abroad may apply for the unemployment benefit on the basis of regulations of the Polish Law. Form E 301 issued by the country of recent employment constitutes the basis. 

The unemployed person with a right to the benefit, registered at the poviat labour office may look for a job in another EU/EEA member state, maintaining the right to the transfer of that benefit abroad. The right of transfer of the benefit may be enforced in the period of three months (90 days), on the basis of a form issued by the Polish authorities (Voivodship Labour Office).

Among the persons who take advantage of coordination services provided by the local Labour Office, there are Poles working, above all, in Great Britain, Ireland, Scandinavia and in the Southern Europe (Italy, Spain).

In the period from January 2008 till the end of September 2008, 220 applications were sent to the Labour Office in relation to the recognition of the right to unemployment benefit on the basis of regulations concerning the coordination of social security systems. During that period, 35 applications were sent to the Labour Office in relation to maintenance of the right to unemployment benefit acquired in other EU/EEA countries or Switzerland. Apart from this, the Voivodship Labour Office in Szczecin received:

  • 139 applications for issuance of form E 301. 
  • 4 applications for issuance of form E 302. 
  • 23 applications for issuance of form E 303.
